Oman and Kazakhstan exchange a term sheet for an entertainment city and a Rixos hotel at Blue City

Among the agreements exchanged in Astana on 6 October 2026, in the presence of His Majesty Sultan Haitham bin Tarik and President Tokayev, was a term sheet for the development of an entertainment city and the operation of a Rixos hotel at Blue City in Oman, according to the Omani Ministry of Foreign Affairs. A term sheet is a preliminary document, not a signed construction contract.

What the Ministry of Foreign Affairs published

In its account dated 6 October 2026 of the signing ceremony at the Palace of Independence in Astana, the Omani Ministry of Foreign Affairs lists, among the documents exchanged, a term sheet for the development of an entertainment city and the operation of a Rixos hotel at Blue City in Oman. The ceremony was witnessed by His Majesty Sultan Haitham bin Tarik and the President of Kazakhstan, Kassym-Jomart Tokayev. The pages we opened do not name the companies that exchanged the term sheet, so we do not name them either.

One item among many

Oman Observer reports that the two countries signed five agreements and ten memoranda of understanding, alongside a term sheet, a memorandum of cooperation, an implementation agreement and two cooperation agreements (20 documents in all, by our own addition). They cover investment promotion and protection, air transport, a joint investment fund, a business council, oil and gas, renewable energy and mineral exploration, among other fields. The Blue City term sheet is one line in that list. Neither source gives an investment amount, a number of rooms or a completion date for it.

Why it mattersFor a Kuwaiti buyer, this is a signal about direction, not a reason to buy. A term sheet sets out the main commercial points before a binding contract, and the sources we opened give no investment value, no number of rooms, no site plan and no opening date. What it does show is that Oman is pairing leisure and hotel development with its foreign investment agenda, which is the setting in which holiday homes and residency-linked purchases are judged. Our view: do not price a property today on the strength of a term sheet. Wait for a signed agreement, a published plan and a delivery date, and compare any resort-linked home on its own title, payment plan and handover terms.
