Kuwait Ministry of Justice registered 574 property contracts in August 2026: investment 183, up from 133 in July, private housing 384, down from 418

The Ministry of Justice's monthly real estate registration bulletin for August 2026, the latest on its website, counts 574 registered contracts, against 571 in July. Private housing contracts fell to 384 from 418, investment contracts rose to 183 from 133, and Al Ahmadi governorate alone accounted for 131 of the 183 investment contracts. The bulletin gives contract numbers, not their values.

What the bulletin shows

Table 3 of the Ministry of Justice bulletin counts the contracts completed by the Real Estate Registration Department in August 2026 by governorate and type: 384 private housing, 183 investment, 3 commercial, 3 on the coastal strip and 1 for exhibitions, 574 in all. Table 4 sets these against the previous month: in July there were 418 private housing, 133 investment and 17 commercial contracts, plus one each for shops, stores and craft property, 571 in all. By our calculation, private housing contracts were therefore 8.1% lower than in July and investment contracts 37.6% higher.

Governorate by governorate

Al Ahmadi led with 135 private housing contracts (178 in July) and 131 investment contracts (72 in July), 71.6% of all investment contracts in August by our calculation. Hawalli registered 58 private housing contracts (65) and 34 investment (35); the Capital 42 private housing (47) and 7 investment (6); Al Farwaniya 42 private housing (29) and 10 investment (13); Mubarak Al-Kabeer 37 private housing (33), 1 investment (6) and all 3 coastal strip contracts; Al Jahra 70 private housing contracts (66) and no investment contract (1).

Transactions and revenue

Registered contracts are a small part of the department's work. Table 1 counts 74,255 completed transactions in August 2026, including electronic property certificates and work at the external branches, and Table 2 puts the department's revenue for the month at KD 1,869,718, of which KD 744,569 came from the branches in Hawalli, Al Farwaniya, Mubarak Al-Kabeer, Al Ahmadi and Al Jahra. The bulletin does not give the value of the properties sold; for values, the ministry's weekly figures reported in the press are the usual source. The September 2026 bulletin was not yet on the ministry's website when we checked on 19 October.

Why it mattersOur view for a Kuwaiti buyer or owner: the total hardly moved, but the mix did. Fewer private housing contracts and more investment contracts in one month is a signal to watch, not a trend yet, and the bulletin counts contracts without their values or reasons. Most of the change sits in Al Ahmadi, the governorate that includes Al Khiran and Sabah Al Ahmad Sea City: investment contracts there rose to 131 from 72 while private housing contracts fell to 135 from 178. The bulletin does not split Al Ahmadi by area, so it cannot tell you how many were in Al Khiran. Decree-Law No. 114 of 2026 on real estate financing for housing welfare beneficiaries was issued on 11 October, after this period, and applies to beneficiaries only once its executive regulations are published, so neither this bulletin nor September's can show any effect from it. Before you buy or sell, ask for the registered prices of recent sales in your own block, not the national count.

What Al Mithaq adds

Our Sabah Al Ahmad Sea City page covers land and chalets in Al Khiran across phases 1 to 5, where most residential plots are 400 to 800 m². Tell our team in Kuwait the phase, the size and your budget, and we will answer with the plots we have and recent asking prices.
