New homes up, second-hand down

TÜİK counts every home sale registered in Türkiye each month. In September 2026, 142,390 homes were sold, 9.3% fewer than in September 2025. First-hand sales, homes sold for the first time, rose 3.9% to 51,519 and made up 36.2% of the total. Second-hand sales fell 15.3% to 90,871, 63.8% of the total. On a seasonally and calendar adjusted basis, first-hand sales rose 5.5% from August while second-hand sales were unchanged. Over January to September, about 1.09 million homes were sold, 7.2% fewer than a year earlier, and first-hand sales were almost flat at 359,913, down 0.6%.

Mortgages and foreign buyers

Sales with a mortgage rose 5.1% to 23,397 homes, 16.4% of all sales, while sales without one fell 11.6% to 118,993. Foreigners bought 2,167 homes in September, 9.9% more than a year earlier and 1.5% of all sales. Russian citizens bought the most, 388 homes, followed by Iraqis with 166 and Germans with 162. Over January to September, foreigners bought 15,308 homes, 4.3% fewer than in the same period of 2025.

Why it mattersOur view for a Kuwaiti buyer looking at Istanbul: the market is split. Buyers are still choosing new homes, which rose in September while second-hand sales fell by more than 15%, and that matters because a new home bought from the developer is usually how a buyer reaches the USD 400,000 value needed for citizenship. Foreign demand rose in September but is still 4.3% lower for the first nine months of the year, and foreigners bought only 1.5% of all homes sold, so the market is driven by Turkish buyers, most of whom pay without a mortgage (83.6% of sales in September), not by investors from abroad. Read these figures as counts of deeds, not prices: TÜİK's sales statistics say how many homes changed hands, not what they cost. Before buying, compare the developer's price list with the official valuation report, because for citizenship the deed price, the bank payment and the valuation must each reach USD 400,000, and pay in foreign currency through a bank in Türkiye.
